*Veteran’s Day Notification: The collection of trash, recycling and organics will be delayed by one day the week of November 11th. There will be no Monday service. It will be pushed to Tuesday – Saturday. The Solid Waste Office, Household Hazardous Waste facility, and landfill will be closed Monday, November 11th. All operations will resume Tuesday, November 12th.*

The Solid Waste Division's mission is to provide Lompoc residents and the business community with an effective and cost-efficient solid waste collection program. Our goal is to provide excellent customer service, protect the environment, conserve natural resources, promote recycling, and conserve landfill capacity.


What's New

Senate Bill 1383 (SB 1383)

The State of California passed Senate Bill 1383 (SB 1383), which requires every city and county in the state to reduce greenhouse gas emissions. SB 1383 requires all single-family residences, multi-family dwellings, schools and businesses to divert organic materials (food scraps and yard waste) from the trash. Beginning 2022, all single-family residences, multi-family dwellings, schools and businesses are to begin placing food scraps in the organics bin (green lid with a gray body).

Tips on properly disposing of food waste:

  • Place a layer of yard waste at the bottom of the organics bin before adding any food scraps
  • If you do not want to place food scraps in your organics bin because you’re worried about the smell, place your food scraps inside a plastic bag and freeze it. The night before your service day, take the food scraps out of the plastic bag and place them in your organics bin. Plastic is not acceptable inside the organics bin
  • Make sure to keep the lid closed on your organics bin
  • Put out your organics bin every week, even if there is only a small amount of food scraps and yard waste in it

Please note – One of the components that recently went into effect as of January 2024 are the contamination fees. To summarize, anytime the blue lidded recycle or green lidded organics (greenwaste) containers are contaminated with any material other than what’s acceptable, there will be fines imposed.

Below is a list of the fines:

  • 1st time - $18 per container
  • 2nd time - $50 per container
  • 3rd time - $100 per container
  • 4th & subsequent time - $250 per container

Complimentary kitchen pail for City of Lompoc residents. A complimentary 1-gallon indoor kitchen pail is available for pick up from the Lompoc Library located at 501 E North Ave (on the corner of North Ave and D St). No appointment necessary. It's first come, first served basis as we have a limited quantity available. The kitchen pail provides a convenient way to collect your food scraps before depositing them in your green lidded organics container.


Trash, Recycling & Organics Collection

Single-family residences and business customers are offered a 3-container system: Trash, Single Stream Recycling and Organics Recycling. Your refuse bill is solely based on the size of your container and frequency of collection. Recycling and Organics services are offered at no additional charge. Single family residences are collected once per week, and commercial customers can be collected up to five days per week, Monday - Friday. 

It is a City ordinance that containers may not be left out in the alley or on the curb outside of their scheduled collection period. Containers may be put out for service starting at 6 PM the night before and must be taken back in by 6 PM the day of service. 

If an object does not easily fit in your container (oversized), please bring it to the landfill or schedule a Bulky Pick Up / Special Haul to remove the item.

Starting Your Service

To start service, you must first set-up a Utilities Account at City Hall with the Utility Billing Department. City Hall is located at 100 Civic Center Plaza. For information about starting your account please call Utility Connections at (805) 875-8258.

After your account is established, call the Solid Waste Division at (805) 875-8024 to order your container(s).

Single family residents have the following container options:

Trash: 65 or 95 gal
Single Stream Recycling: 95 gal (no additional charge)
Organics: 95 gal (no additional charge)

Commercial customers have the following container options:

Trash: 95, 300 or 450 gal
Single Stream Recycling: 95, 300 or 450 gal (no additional charge)
Organics: 95, 300 or 450 gal (no additional charge)                                                      

All containers must be put out on time in order to be serviced. Commercial collection begins at 6 AM Monday-Friday. Residential collection begins at 7 AM Monday-Friday.

If your containers become damaged or go missing, call the Solid Waste Office at (805) 875-8024. Containers are replaced free of charge. 

Recycling Opportunities

Residents and businesses have a variety of opportunities to recycle.

The City offers an additional recycling location at 1585 N. V Street for single stream, cardboard, and newspaper collection. It is open Monday through Friday from 7AM - 2PM. For cardboard recycling outside of these hours of operation, please utilize the bin at the landfill, located at 700 Avalon Street, during regular working hours (including Saturday and Sunday).

Contamination 

The City of Lompoc closely monitors all Recycling and Organics containers. Recycling containers are for single stream recyclable materials (plastic, glass, paper etc.) only. Organics containers are for yard waste, plant scraps (no palm fronds or bamboo), and food scraps. Any Recycling or Organics containers found to be contaminated with trash or non-conforming materials will be tagged by the collections staff and the homeowner or business owner will be notified. After the second tag or reminder, there will be an extra pickup fee assessed as we will need to send out a trash truck to service the bin. For more information on how to avoid contaminating your containers, please see the links above or call the Solid Waste Office at (805) 875-8024. 

Lompoc Landfill

Residents and businesses can self-haul their trash and recyclable materials to the Lompoc Landfill.

The Landfill accepts the following materials (fees will apply):

  • household trash
  • household recyclables
  • clean cardboard
  • green waste
  • untreated wood
  • concrete
  • clean top soil
  • scrap metal

The Landfill accepts the following materials at no charge for residents (fees for businesses may apply):

  • appliances (2 per day)
  • mattresses/box springs
  • futons (mattress only, no frames) 
  • electronic waste (free for businesses)
  • tires (5 per day)
  • motor oil & oil filters
  • antifreeze
  • batteries (household and auto)
  • carpet (rolled, clean & dry)
  • carpet padding (rolled, clean & dry)

The Landfill is open Monday through Friday, from 7:30 AM to 4:00 PM, and Saturday and Sunday, from 10:00 AM to 3:45 PM. The Landfill is located at 700 South Avalon Street, just off of Olive Avenue. Hazardous Waste

Hazardous materials are harmful to the environment and must not be placed in the normal trash. To assist residents and small businesses in properly managing their hazardous wastes, the Solid Waste Division manages a number of programs and facilities where hazardous wastes can be dropped-off for proper disposal or recycling. Hazardous materials include: 

  • paint 
  • aerosols
  • flammable liquids
  • pesticides
  • cleaners
  • automotive fluids
  • cooking oil
  • electronic waste
  • fluorescent lights
  • batteries

The Household Hazardous Waste Collection Facility (1585 N. V St) is open to the public by appointment only, weekdays from 9 AM - 1 PM. Call the Household Hazardous Waste Facility at (805) 875-8017 to schedule an appointment.

Used Oil and Oil Filter Collection Centers

Disposing of your used motor oil in the trash, down the gutter or storm drain, or on the ground is harmful to the environment and public health. The City provides residents with a number of convenient used oil & filter Collection Centers:

Household Hazardous Waste Collection Facility - 1585 N. V St.

  • Drop off without an appointment Monday-Friday (7am - 2pm) for used oil ONLY 

Lompoc Landfill - 700 S. Avalon St. 

Auto Zone - 538 N. H St. 

O'Reilly's Auto - 511 W. Central Ave. 

Call the Solid Waste Office at (805) 875-8024 to schedule a time to stop by the Corporate Yard at 1300 W. Laurel to pick up a free, reusable 15-quart drain pan, an oil filter container (holds two filters), and a funnel.

Carpet America Recovery Effort (C.A.R.E)

The City of Lompoc Landfill is piloting a carpet and padding recycling program.  Residents and businesses are encouraged to participate.  Users are required to separate carpet and padding.  Each material will need to be clean, dry and rolled.

When loading the material into the recovery container it will need to be carried and stacked to allow for easy and continued use of the container.

The current pilot program is free and will ideally remain that way - as long as all users comply with loading and participation instructions.

Graffiti

The City will remove graffiti on public property. Residents and businesses are responsible for removing graffiti on their properties. To report graffiti call (805) 315-7017.


Bulky Items & Special Hauls

The City will pick up large, bulky items (i.e., furniture and appliances) for residential and commercial customers. We recommend calling ASAP as appointments are filled on a first come - first serve basis. All items must be placed either on the curb or in the alley. We will not remove items from your home, front lawn, or driveway. Items must be out by 6 AM in order to be picked-up. Please note that the Bulky Item Pick Up program is only available to residential account holders. All multi-family and commercial customers (including property management companies) need to schedule a Special Haul to get oversized items picked up and will be charged accordingly. All bulky item pick-ups and special hauls are only scheduled for Wednesday's.

The City will not pick up the following items  

  • hot tubs/spas
  • pianos
  • car parts or bed liners (tires ok) 
  • camper shells
  • construction/demolition material
  • carpet
  • lumber
  • hazardous material 
  • household trash and recycling 
  • yard debris 
  • Bulky Item Pick-up - Lompoc residents may schedule three bulky item pick-ups per year at no additional charge. We allow a maximum of two items per pick-up. Items must be out by 6 AM in order to be picked up. If you want to change items or cancel your pick-up, please call the Solid Waste Office by the Friday before your pick-up date. Failure to do so will result in items being left behind and/or forfeiture of one of your three bulky item pick-ups. If you live in an apartment or your landlord pays the trash bill, please contact your apartment manager or landlord to schedule a special haul.
  • Special Hauls - We offer special hauls to multi-family dwellings and businesses who need bulky items picked-up. Residents may also utilize this service when more than two bulky items need to be removed at a time. Please call ASAP and provide a detailed list of the items that will be out for pick-up. We will not pick up any items that are not on the list. Items must be either on the curb or in the alley. The rate is $40 per 15 minutes of service (not prorated, rate based on a two-person team). The special haul fee is added to your monthly trash bill.

Illegal Dumping Violations & Removal Process

Step 1: Report Violation

Call (805) 875-8033 or email e_solis@ci.lompoc.ca.us to report a concern.

Step 2: Notification

City of Lompoc Solid Waste Department notifies property owner of violation.

Step 3: 2nd Notification

City of Lompoc Solid Waste Department notifies property owner about the continued presence of illegally disposed material.

Step 4: Final Notification

City of Lompoc Solid Waste Department sends final notification regarding the failure to remove illegally disposed of material and requests immediate removal.  If property owner refuses, or is not able to remove material, the Solid Waste Department will remove material at the SPECIAL HAUL rate and bill the property owner in their next utility bill.

Locations that receive frequent violations may be subject for an accelerated notification and removal process


Street Sweeping 

The Solid Waste Division provides monthly street sweeping in order to remove leaves, dirt and other debris from City streets. Please see the map below to determine which week of the month your area will be swept. 

Each collection area is divided into weekly sections. For example, if your street sweeping day is Tuesday and your address falls within the "2" section, then your area will be swept on the second Tuesday of the month.

Backyard Composting

Backyard Composting allows you to convert your vegetable food waste and yard clippings into a high-quality soil amendment for your lawn, garden and landscaping. The City offers Backyard Composting Kits for $30. Pick up your kit from the Solid Waste Office at 1300 W. Laurel or call the Solid Waste Office at (805) 875-8024 for more information. We accept checks or we can bill it to your city utility bill.
