Revised Adopted Housing Element Available Now!

On September 19, 2024, the California Department of Housing and Community Development (HCD) completed its review of the City’s Revised Adopted Housing Element and found that the Element meets the statutory requirements of State Housing Element Law

While HCD found the Housing Element to be in substantial compliance with State law, in order to ensure certification, the Housing Element needs to be readopted and submitted to and approved by HCD, as outlined in HCD's compliance letter (shown below).

The revised Housing Element will be considered by the Planning Commission at the following meeting.

November 21, 2023: City of Lompoc 2022-2031 Housing Element Adopted

The City of Lompoc presented its Draft Housing Element to the California Department of Housing and Community Development (HCD) for initial 90-day review on May 11, 2023. On August 9, 2023, the City received a comment letter from HCD indicating the remaining revisions needed to achieve certification and full compliance with State law.

The City revised the Housing Element to respond to each of HCD's comments and released the Public Hearing Draft in October 2023. The Public Hearing Draft Housing Element was submitted to the Planning Commission on October 25, 2023, and to the City Council on November 21, 2023, at which time the Council adopted the Housing Element Update.

Next Steps: The City must submit the Adopted Housing Element to HCD for a follow-up 60-day review.

November 16, 2023: Lompoc City Council to consider approval of the 6th Cycle General Plan Housing Element Update

The Lompoc City Council will consider Planning Commission recommendations for approval of the General Plan Housing Element Update at the November 21, 2023 regular City Council Meeting.

The Housing Element was last reviewed and discussed at a Special Planning Commission hearing on October 25, 2023 where the Commission made recommendations for approval of the Housing Element Update with revisions.

The Draft 2023-2031 Housing Element Update must accommodate 2,248 new housing units within the City of Lompoc between the years of 2023 and 2031. The plan also includes city policies and programs for the development, rehabilitation, and preservation of housing units.

 

October 19, 2023: The City of Lompoc has a Revised Draft of the 2023-2031 Housing Element Update

The City of Lompoc Planning Commission will continue their discussion and consideration of recommendation to the Lompoc City Council at a special public hearing on October 25, 2023, regarding adoption of the 2030 General Plan Housing Element Update.

August 31, 2023: The City of Lompoc Planning Commission will consider recommendations to the Lompoc City Council at its regularly scheduled public hearing on September 13, 2023, regarding adoption of the 2030 General Plan Housing Element Update.

The City of Lompoc presented its draft housing element to the State of California Department of Housing and Community Development (State HCD) for review on May 11, 2023. The City of Lompoc Planning Commission will review HCD’s comments received on August 9, 2023 from the state’s 90-day review period and make recommendations to the City Council.  

The Draft 2023-2031 Housing Element Update must accommodate 2,248 new housing units within the City of Lompoc between the years of 2023 and 2031. The plan also includes city policies and programs for the development, rehabilitation, and preservation of housing units, and properties being considered for a rezone to meet the required number of housing units.

July 7, 2023: The City of Lompoc has released a Revised Draft 2023-2031 General Plan Housing Element Update

This release comes after the City of Lompoc presented a Draft Housing Element to the State of California Department of Housing and Community Development (State HCD) for review on May 11, 2023, starting a 90-day State review period. The City expects to receive formal comments from the State by August 9, 2023. This Draft Revised Housing Element addresses preliminary comments made during the State’s 90-day review period. After a 7-day public posting period is completed, the City will submit this draft revision to the State. The posting and 7-day waiting period are required by State law.

The revisions of this draft address preliminary feedback and questions (available to view as part of this updated draft) that the State provided related to various housing topics. No new housing sites were added to the City’s housing inventory.

The next opportunity for public participation on the Housing Element Update will be at a future Planning Commission public hearing tentatively scheduled for September 13, 2023.

 

May 11, 2023: The City of Lompoc has submitted the draft 2023-2031 Housing Element Update to the State for 90-day Review

The City of Lompoc released a Draft 2023 - 2031 Housing Element Update for public review and comments on March 17, 2023 with comments due on April 17, 2023. The City revised the draft, addressing many of the public’s input. On May 11, 2023, the City submitted a revised draft to the State for a 90-day review.

The Draft 2023-2031 Housing Element Update must accommodate 2,396 new housing units within the City Limits between 2023 to 2031.  The City’s Housing Element describes City goals, policies and implementation programs and identifies one site that will be considered for a rezone to meet the required number of housing units.

March 17, 2023 : Housing Element Update Available for Public Review

The City of Lompoc has released the Draft 2023-2031 General Plan Housing Element Update for public review, and is seeking public comments.

The Draft General Plan Housing Element Update plans for existing and projected housing needs to accommodate 2,248 new housing units within the City of Lompoc between the years of 2023 and 2031. The plan identifies and analyzes the existing and projected housing needs, provides a list of sites for housing development that are adequate to accommodate the City’s Regional Housing Needs Allocation (RHNA), documents constraints to housing production, and analyzes fair housing issues and contributing factors.

The plan also includes city policies and programs for the development, rehabilitation, and preservation of housing units that meet the needs of Lompoc residents.

The city encourages community members to review and submit comments on the Draft General Plan Housing Element by 5 p.m. on April 17, 2023.

December 6, 2022: Housing Element Update

The City of Lompoc will be presenting updates on the Housing Element during a public hearing scheduled on Tuesday, December 6, 2022 (City Council). The meeting will be begin at 6:30pm at the Lompoc City Hall Council Chambers (100 Civic Center Plaza).

Decision makers and the community will hear a presentation on the Housing Sites Inventory Process/Requirements, Status of meeting the City’s Regional Housing Needs Allocation (RHNA), Site Identification Requirements/Process, and Additional Site Inventory Considerations including Incentives for Redevelopment, and the Next Steps/Timeline for this important Update.

October 13, 2022 - Housing Element Workshop

The City of Lompoc is excited to announce that it is conducting a technical update to the City of Lompoc 2030 General Plan and preparing the 6th Cycle Update to the Housing Element. This technical update includes updating the existing Safety and Circulation Element, including the development of a new Environmental Justice Element (as required by State Law). The City initiated this update to refine the existing goals and policies of these Elements to address changes to State law and consider changing community needs and opportunities. This effort will enable the City to implement best practices to ensure the goals and policies in the 2030 General Plan meet the needs of the community now, and in the future.

The success of this planning effort will depend in part on input from the community to fully identify the city’s needs and expectations for this update. There will be many opportunities to participate in this update process as the project progresses.
