Lompoc is joining the ranks of many other California localities to offer permits for temporary cannabis events.

While the City Council approved Ordinance No. 1683(21) to allow for temporary cannabis events in the City of Lompoc, the ordinance includes the following limitations to name a few:

  • Limited to two events per calendar year
  • ONLY ALLOWED AT THE FOLLOWING LOCATIONS - three City Parks based on availability (Riverbend Park, Ken Adam Park and River Park)
  • Ken Adam Park – No smoking until brush is cleared as determined by Fire Marshall
  • Certified Emergency Medical Technician required at all events
  • Limit to 2,000 attendees per event; with further limitation for Ken Adam Park not to exceed 500 attendees

Given this exciting update in the City of Lompoc’s cannabis regulations, we have compiled a list of steps that a potential applicant should follow to obtain a temporary cannabis event license in Lompoc:

Six Steps to Obtain a Special Event Permit for Temporary Cannabis Events in Lompoc

  1. Obtain a Cannabis Event Organizer License from Bureau of Cannabis Control
    Before you start your applying for a Special Event Permit for Lompoc, you will have to obtain licensure from the Bureau of Cannabis Control as an Event Organizer. Completing this step is crucial before you proceed, as the Special Event Application for Temporary Cannabis Events requires your State Event Organizer License Number and State Event Organizer License Expiration Date.

  2. Complete Lompoc’s Special Event Application for Temporary Cannabis Events
    Allow sufficient time for processing event application:
    3 to 6 months for events of 1,000 or less;
    9 to 12 months for large events that consists of 1,000 or more attendees

    Complete the Special Event Application for Temporary Cannabis Events, including the required support documents (as detailed in application), a few specific to cannabis.

    • If you are selling food at your cannabis event, you will be required to submit a Santa Barbara County Environmental Health Permit
    • Itinerary of the proposed event, including set up, event activities, and break down of the event
    • Event Diagram of the layout of the event, including:
      • Location of the event
      • All entrances and exists to be used by participants at the event
      • All cannabis consumption areas
      • All retail areas where cannabis goods will be sold
      • Location of cannabis waste storage
      • Location of each cannabis licensee participating in the event 
    • Onsite Consumption Plan, if cannabis is to be consumed at the event
    • Security Plan with a list detailing all Security Guards and their Guard Card License
    • Certificate of general liability insurance policy, with a limit no less than $1,000,000 for each occurrence and aggregate

  3. Submit Special Event Application with Application Fees for Your Planned Temporary Cannabis Event in Lompoc
    Submit the application to the City of Lompoc Parks and Recreation Office with the relevant, non-refundable application fee via check, cashier’s check or money order made out to the City of Lompoc. The Cannabis Special Event Application fee is $1,000.

  4. Attend a Planning Meeting with City Staff
    After submitting your completed special event application with the relevant application fees to the Lompoc Parks & Recreation Division, you will be required to meet with city staff to review relevant details of your proposed temporary cannabis event.

  5. Submit Permit Fee for the Temporary Cannabis Event
    After receiving your approval for licensure, submit your permit fee to the Parks & Recreation office. The Event Fee is dependent on actual cost estimated by city staff; this will be determined during the application review process and an itemized estimate will be provided upon completion of review.

  6. Denied Special Event Application for Temporary Cannabis Event
    If your application to host a temporary cannabis event in Lompoc is denied, you may submit a written request for reconsideration within five days of the denial.
